C-with-Ease runtime flags

There are a couple of command line options to the final executable
produced that are trapped by the library and not passed to eMain in
argc/argv. These must be the first parameters (i.e. they must not follow
any parameters that you want to go to your program) in order to be
evaluated.
General flags
- =h flag will tell you what options are available.

The =d<number> flag sets the debug level for the C-with-Ease
libraries. Setting the number too high will give you lots of useless
information, but you might find lower values useful. Some of the things
that will be reported on at various levels are:
- Level 0: (default)
- Not much really. The library will only produce output when errors occur..
- Level 1:
- All context switches.
- get requests (should probably be in level 2)
- IPC, process creation
- Level 2:
- Most context operations (I've probably missed a couple)
- Level 3 and above:
- =S<number> Seed the random number generator
srandom with number
- =D Set deterministic operation. May or may not have the desired
effect.
